From the files of "I've been saying that for YEARS"!!!...read the news article linked in the title of this post.
Sometimes car-pool lanes work, and sometimes they dont. What does "work" mean? Moving more cars during rush-hour than if all lanes were open to general traffic. The professor shows that some HOV lanes /add/ to congestion.
