Classic "Right Hand vs Left Hand"

Following up on yesterday's story (see below) about turning off GPS in an emergency, we see the classic "right hand doesnt know what the left hand is doing" maneuver.

CNN says:

Right Hand:
"We would like to aggressively promote the use of GPS -- Number One among allied militaries for national security purposes ... but also for commercial, scientific and civil purposes," said a senior national security official who briefed reporters on the changes on the condition he not be identified."The more there is GPS or GPS-like standards, the better off we believe everybody is," the official said.


Left Hand:
Another priority is to ensure that no military or other threat can exploit global positioning technology to disrupt battlefield operations or launch an attack on U.S. interests at home or abroad.
This hand is the one that sponsored yesterday's story about turing GPS off during an emergency.
